📋 January 1, 2025 — PEI First Aid Regulations Fully Updated. PEI's OHS Act General Regulations (Part 9) were updated effective January 1, 2025, aligning with national CSA standards. Key changes: (1) Training levels renamed — Emergency → Basic, Standard → Intermediate, Advanced → Advanced; workers holding valid certificates under old names remain certified until expiry; (2) First aid training and kit selection are now fully driven by a mandatory workplace first aid risk assessment, not just worker count; (3) Training providers no longer need WCB Director approval — any provider compliant with CSA Z1210-17 is acceptable.
⚠️ Construction sites in PEI are generally Moderate to High Risk — which requires Type 3 Intermediate kits. PEI's WCB guide categorizes workplaces by risk to determine first aid readiness. Active construction jobsites—with hazards like heavy machinery, heights, power tools, concrete dust, and falling debris—are not low-risk workplaces. PEI construction companies must conduct a risk assessment that will universally result in a Moderate or High risk classification for field operations, requiring Type 3 Intermediate kits, robust weatherproof containers, and Intermediate or Advanced-level first aiders. Understanding PEI Construction First Aid Requirements

First aid requirements for PEI provincially regulated workplaces, including construction sites, fall under Part 9 of the General Regulations under the Occupational Health and Safety Act, administered by the Workers Compensation Board (WCB) of PEI. Effective January 1, 2025, these regulations were thoroughly updated to strictly align with national CSA standards (CSA Z1220-17 for first aid kits and CSA Z1210-17 for training). The most significant change for construction employers is that kit types and training levels are no longer determined solely by worker count. Instead, they are completely driven by a mandatory written workplace first aid risk assessment.

PEI categorizes work environments into three risk levels: Low, Moderate, and High. Active construction sites—characterized by heights, heavy machinery, power tools, and exposure to the elements—firmly land in the Moderate or High risk category. For B2B procurement and safety managers, this means your field operations require Type 3 Intermediate kits and personnel with at least Intermediate-level training (formerly Standard First Aid). Corporate offices or strictly administrative trailers may qualify as Low risk, requiring Type 2 Basic kits. It is essential to house your Type 3 kits in durable, weatherproof containers to protect critical life-saving equipment—such as arterial tourniquets, trauma dressings, and malleable splints—from dust, moisture, and extreme temperatures.

In addition to kits and training, PEI imposes strict administrative duties. Employers must post the name and phone number of designated first aiders prominently on site. You must retain all first aid incident treatment records for a minimum of 3 years, and inspect your kits at least every 90 days (or immediately following an incident). For larger jobsites or general contractors with 20 or more regularly employed workers across operations, establishing a Joint OHS Committee and a formal Safety Program is mandatory. Workers holding pre-2025 Emergency, Standard, or Advanced certificates remain compliant until those certificates expire, at which point they must recertify under the new Basic, Intermediate, or Advanced training nomenclature through any CSA Z1210-17 compliant provider.
