Understanding Ontario Workplace First Aid Requirements

Ontario workplace first aid is governed by Ontario Regulation 1101, made under the Workplace Safety and Insurance Act (WSIA) and administered by the WSIB. Every employer covered by the WSIA must provide first aid equipment, facilities, and trained personnel — there is no minimum employee count that exempts a business from compliance, regardless of industry.

Kit requirements under Regulation 1101 are determined by the number of workers present per shift, not total headcount. 1–5 workers per shift requires a Section 8 kit with an Emergency First Aid–certified worker. 6–15 workers requires a Section 9 kit with a Standard First Aid–certified worker. 16–199 workers requires a Section 10 kit plus a stretcher and two blankets. 200 or more workers per shift triggers the Section 11 requirement for a dedicated First Aid Room staffed by a Registered Nurse or Standard First Aid–certified worker. All kits must be inspected quarterly at minimum, with each inspection logged on the inspection card.

WSIB now accepts CSA Z1220-17–compliant first aid kits as a valid alternative to the prescribed Regulation 1101 contents. An updated First Aid Program aligned with CSA Z1210:24 is expected to launch in summer 2026; existing certificates remain valid until expiry. First aid training must always be sourced from a WSIB-approved training provider — training from unapproved organizations does not satisfy Regulation 1101, even if recognized elsewhere in Canada.
